The Shakers were expelled from the English Football League – and then the cup – from August.
The 47 staying League One and League Two clubs may combine 32 non-league outfits at the first round in November.
The club that receives the bye will be awarded the 36,000 prize money to get a winner.
On Wednesday, Bury were awarded a 14-day expansion following a petition attracted by HM Revenue & Customs was adjourned at the High Courtin June.
The team have been granted the time to pay back companies that are smaller, reports BBC Radio Manchester.
A prospective buyer to the club stopped their interest Monday, leaving Bury on the edge of liquidation.
