Premier League clubs can vote to end the first close of the summer transfer window in their second meeting on 12 September.
Two decades before, the flight voted to shut it until the beginning of its time to try and minimise squad disruption.
However, other European leagues may buy or advance players and did not follow suit.
They had to run transfers, compared with 8 August for the Premier League.
Per week as reported by The Times, the problem will be raised at the meeting of Premier League chairmen and chief executives.

The Premier League is believed to be impartial on the problem and is happy to facilitate any discussion or vote that the clubs might decide to have on it.
Last time around, whereas a simple majority of 11 would be needed 14 clubs were needed to maintain favor of amending the transfer window.
In September 2017, Watford, Manchester City, Manchester United and Crystal Palace voted from an early closure of those clubs in the airport.
It is understood Liverpool want a go back while Everton could be ready to hold talks on the problem and are thought to have sympathy with these clubs that wish to align with the European deadline.
Tottenham director Mauricio Pochettino has been a fierce critic of shutting the window .
Part of his issue has been the doubt surrounding Spurs playmaker Christian Eriksen’s future.
Eriksen, whose contract runs out in end of the year, was connected with Real Madrid but has ended up remaining.
“I feel the Premier League cannot offer this benefit to the European teams,” said the Argentine.
“That is another point to discuss, to argue that we are in a disadvantage to European nightclubs because they have 20 days more to operate.
“I feel this is a huge error for the Premier League to permit this – we open the door to different clubs in Europe to attempt to make confusion in your own squad.
“I believe after two seasons running this way, the Premier League realises that when Europe does not change, we have to return and start to operate in exactly the identical manner they operate today.”
He added:”It can create a mess at nightclubs like us, clubs in England.”
Liverpool manager Jurgen Klopp has included his voice in support of bringing the closure of this summer transfer window in accordance.
“I do not care if it shuts, but nevertheless, it must close in exactly the same time,” he recently said. “This was the idea in the first place.
“They talked about completing it until the season begins. Superior idea, but only England did it. That makes absolutely no sense. It was a fantastic thought but it did not work out”
