Englishman Callum Shinkwin started with Garcia as joint leader however took on a 74 to finish fifth.
Matt Wallace submitted a 68 for third place, while James Morrison has been fourth.
The win was a welcome bit of news for Garcia in a challenging season in which he had been disqualified from a tournament in Saudi Arabia for greens that are damaging and has been nominated in The Open.
