HB 315 was released on April 2, 2019 and would make the Alabama Sports Wagering Commission and give it rule-making authority. The Commission would issue up to seven licenses to operate sports wagering. The permit will cost $100,000 and be great for five decades, with renewal an option at the end of five decades. The state will collect a 10% tax on adjusted gross sports wagering receipts. It would allow for gambling at brick-and-mortar facilities and through”cellular application or other digital platforms.”

The state prohibits gambling, and no legislation has been introduced specific to sports betting legalization.
DArizona
In February 2019, State Senator Sonny Borrelli enacted speech in SB 1163 that could legalize sports gambling in Arizona by giving exclusivity to the nation’s Indian tribes. It features a prohibition of sports betting at Maricopa (Phoenix) and Pinal counties.

The state legalized sports betting via voter referendum on November 6, 2018. Issue 4 passed 54.1-45.9, also demands the state issue casino gambling licenses for one casino in each of four counties. The text of Issue 4 defines”casino gaming” to include”wagers on sporting events” There will be a 13% tax on the first $150,000,000 of internet casino gambling receipts, and a 20 percent tax on net casino gaming receipts exceeding $150,000,001. UPDATE: The Arkansas Racing Commission gave approval for sports betting to start at Oaklawn Running Casino Resort on July 1, 2019.

2 state legislators introduced ACA 16, a 2020 ballot initiative that would amend the Constitution to allow for the regulation of sports gambling. It would require 2/3 support in the legislature. Previous public and private initiatives have failed to garner adequate support to proceed on the ballot.

On April 18, 2019, rep Alec Garnett introduced legislation that would place a proposal on the November ballot for voter approval on a 10 percent tax on net sports betting proceeds. The Senate approved the legislation, sending it to the governor’s desk for approval to proceed to the ballot.

HB 7331 was introduced in Jan 2019 and could provide for sports betting via mobile and through tribal casinos. It might require the state create a partnership between sports leagues as well as the Connecticut Department of Economic Development, and there’s discussion of a 0.25% commission paid to the leagues.There could be problems in discussions with all the Mashantucket Pequot and Mohegan tribal because Connecticut agreed to a deal with the two tribes 25 years back that supplied them exclusive rights to casino gaming in the state in exchange for 25% of gross slots earnings. The question now is whether sports betting is”casino gambling.”
